Union chiefs have called for action as they warned that public services are facing a crisis.
The Scottish Trades Union Congress (STUC) is to launch a charter for public services at a conference in Glasgow.
It has also pledged to co-ordinate a major campaign to resist cuts in the run-up to this forthcoming general election and next year's Holyrood election.
